Launching of the Ugandan Roadside Stations Task Force

The implementation of the Roadside Stations  along the Northern Corridor requires involvement of multidisciplinary institutions from both private and public sectors. Hence as recommended by the investors’ conference, a Task Force composed of institutions involved in the implementation of the project in each Northern Corridor Country, is to be put in place to conduct the project implementation process.

In Kenya the Task Force is in place since one year. It is currently working on the Guidelines for investment in RSS in Kenya. During its Technical Committee meeting for the Infrastructure Development and Private Sector Promotion programs that took place in Kampla from 25-29 April 2016, NCTTCA in collaboration with the Ugandan Government launched the Uganda RSS Task Force.

During the launch the NCTTCA Executive Secretary gave a brief background of the RSS Project, its benefits and the facilities it will provide on the corridor. He emphasised that the RSS is one of the key initiatives for transforming the Corridor into a Smart Transport Corridor. He reiterated the earlier commitment made by Member states to include RSS in all Highway designs as part of Transport Infrastructure Services. He finally urged all Member States to fast track the formation of Task Forces in their respective countries for speed implementation of the Program.

The meeting’s Guest of Honour, on the behalf of the  Permanent Secretary from Uganda’s Ministry of Works and Transport, Director of Transport thanked the Permanent Secretariat for its collaboration with Development Partners and for initiating the RSS Program. He pledged full support and commitment from the Government of Uganda to implement the RSS and also to incorporate it in transport infrastructure Project. He then introduced the members of the Task Force and commissioned the Team to spearhead the implementation of the RSS Project in Uganda. He handed the members of the Task Force the Terms of Reference specifying their mandate and urged them to work closely with NCTTCA Secretariat in implementation of the Project. Finally,he introduced the National Road Safety Council under the Ministry of Works and Transport as the Coordinator of the RSS Program in Uganda.

Meeting’s delegates accompanied by the Uganda RSS Task Force members undertook an experiential Tour  of one of the proposed RSS Site at Lukaya, a 100 Km from Kampala. While touring Lukaya site the Team also visited the weighbridge and the Private truck parking yard. It was noted that the site for RSS has not been secured by Uganda. It was recommended that the final location should be located a distance from the weighbridge and the City Center in Order to avoid congestion.
